Premier Mark McGowan has announced Western Australia's border will open to interstate and international travellers in late January or early February.

The Safe Transition Plan will take effect when WA reaches a 90 per cent double dose vaccination rate for people aged 12 and over.

The exact date will not be announced until after an 80 per cent double dose vaccination rate is reached which is expected to be in December.

"I understand there will be disappointment for some. I know some people will be frustrated that they may not be able to be reunited with family over Christmas," Premier Mark McGowan said.

"But, as difficult as it is, it is for the right reasons."

Regional areas who have low vaccination rates may be subject to intrastate borders.

A number of public health and social measures will be put in place when WA reopens.

Face masks will be required in high-risk indoor setting including on public transport, in hospitals and aged care facilities.

Proof of vaccination will be required to attend nightclubs, the casino and large events with crowds over 1000 people.

Contact registers and use of the SafeWA app will still be required at all public venues.

"These are interim safeguards to complement our vaccination rollout. They won’t last forever, but they will put us in the best position in case of an outbreak," Mr McGowan said.

Interstate arrivals will need to be fully vaccinated, return a negative COVID-19 test 72 hours prior to departure and undertake a test upon entering WA.

International arrivals will also need to be fully vaccinated and those who are not will be required to undergo 14 days quarantine.

They must also return a negative COVID-19 test 72 hours prior to departure and be tested upon arrival.

The border controls and G2G Pass requirements will be reviewed regularly and phased out when appropriate, based on the health advice.
